Toowoomba Regional Council and local health authorities have issued several critical updates for residents and commuters effective Thursday, 26 March 2026. These notices cover environmental enforcement, significant road infrastructure projects, and ongoing health monitoring across the region.
Environmental Enforcement: Torrington Recycling Facility
Toowoomba Regional Council has taken decisive regulatory action against Circular Communities Australia following a detailed investigation into the site’s operations in Torrington. An Enforcement Notice has been issued under the Planning Act 2016, requiring the facility to immediately cease processing activities. The action follows a high volume of community complaints regarding persistent odour and noise issues. The facility must remove all materials causing environmental nuisance beyond the site boundary before any consideration is given to recommencing operations in accordance with their Development Approval.
Active Road Closures and Infrastructure Works
Motorists are advised of several active road closures and disruptions scheduled for the current week ending 27 March 2026:
- East Toowoomba: Boyden Street, between Curzon Street and Wirra Wirra Street, remains under a short-term road closure. Residents and through-traffic should follow the established signage.
- Centenary Heights: The full closure of Ballin Drive, between Mackenzie Street and Stenner Street, continues to facilitate critical water main replacement works. This closure is expected to remain in place through the end of March.
- Yandilla: Reichle Road is currently closed for flood recovery culvert replacement. A detour is available via Owen’s Scrub Road, Grasstree Road, and Church Road.
- Kingsthorpe: Upgrade works are scheduled to commence on Gowrie Street between Goombungee Road and East Street to improve safety and accessibility.
- Regional Resurfacing: Spray sealing and resurfacing works are active in parts of South Toowoomba and Harristown. Residents are requested to keep road reserves clear of parked vehicles during work hours.
Public Health and Community Services
Darling Downs Health continues to urge the community to remain vigilant following a confirmed case of measles in the region. Residents are advised to monitor for symptoms such as fever, a persistent cough, and a characteristic red blotchy rash. If symptoms appear, please contact 13HEALTH or your GP, ensuring you call ahead before visiting any medical facility to prevent potential transmission.
Additionally, the independent assurance review of Toowoomba Hospital Maternity Services is ongoing. Community members who have utilized these services are invited to provide feedback via an online questionnaire, which will remain open for submissions until 2 April 2026.
Planning and Policy Updates
The Council has officially implemented the Temporary Local Planning Instrument 01/2026 (TLPI 01/2026). This instrument streamlines assessment levels for specific building works across the region to ensure more efficient development processing.
